That’s generally how rain in games is done. You have an emitter over the player that follows him/her/it for performance reasons. You are right that they could fake moving through the rain much better though while still using this method, other games have done this successfully.
The look of the rain is the main sticking point. Rain is water, it’s translucent. What you see in real life are reflections from light sources. So if you look in the dark where there’s no light source, you can barely tell the rain is there even when it’s pouring. You can’t accurately simulate this in realtime just yet because of performance but you can fake it way better than how RE4R has implemented it (there are some games that have done this well but RE4R is not alone in how badly it’s done).
