Actually that happened early in 2017. When they started with it´s second studio back at February 2021. Phil had already approved the Fable project with was presented to him back in 2016.
It was Fable all the time, but when Playground announced that they where working on a new AAA Open World RPG, there was a lot of people thinking that it would be a multiplatform game that would hit the Playstation too.
So yeah, by the end of 2023 Fable will be in development for almost 7 years. That´s why I think Fable will be a 2023 release.

Perfect Dark will probably be a 2024 or early 2025 release. MS created The Initiative from ground up back in 2018 and Christian Cantamessa (Perfect Dark´s director) was hired in August of that year.
