Generally, smooth frame rate is more important in action games vs turn based, no? Not all games are action games. Walking simulators, point and click adventures, turn based. Heck, even in REVillage on PS5, graphics mode was just much better than performance, because the game was really easy and jump scare based and you lost way too much going to performance. So not all. Most, but not all, to be fair.
